Joe Ingebrand
Joe Ingebrand - Joe has extensive experience in assisting public entities in improving their loss control and risk management programs. Joe holds a Bachelor of Applied Science degree in Industrial Technology and a Master of Industrial Safety degree, both from the University of Minnesota-Duluth. Joe is a Certified Safety Professional (CSP).

Tracy Stille

Tracy Stille - Tracy recently retired from the Maple Grove Police Department where he served in a variety of positions that included patrol officer, drug education officer, investigator, field training officer, patrol sergeant, emergency response unit team leader, sergeant of investigations, services captain and patrol captain. Previously he served with several rural police departments in McLeod and Sibley Counties and was employed as a special deputy with the Sibley County Sheriff’s Office. Tracy also has experience working in the fields of public works for the City of Brownton and vehicle fleet management for the City of Maple Grove. Tracy’s education includes a Master of Science degree in criminal justice from St. Cloud State University and a Bachelor of Science degree in law enforcement from Mankato State University.

Troy Walsh
Troy Walsh - Troy has worked in Public Works for the past 14 year’s fulltime with the City of Victoria, as well as a part time seasonal employee. He most recently oversaw the Streets and Strom Water Divisions of the Public Works Department. Troy is also an active Firefighter with Victoria Fire Department, with 16 Years of Service, and currently is an Assistant Fire Chief and Fire Marshal. He holds an Associates Degree in Fire Science Technology from Hennepin Tech College. Troy was a member of the City Safety Committee, and oversaw the Safety Training and Policy’s for the City of Victoria.

Julie Jelen
Julie Jelen - Julie is a Loss Control Consultant with almost 10 years of electrical utility and municipal safety compliance and training experience. Prior to joining the League, Julie worked as a Regional Safety Coordinator with Minnesota Municipal Utilities Association (MMUA) providing safety and loss control training as well as consulting on best practices and risk management for public works, water, wastewater, generation and electric utility departments. Julie holds a Bachelor's degree in Communications and is a Certified Loss Control Professional from the National Rural Electric Cooperative Association in conjunction with the National Utility Training & Safety Education Association.

Kate Connell
Kate Connell - Kate is a Loss Control Representative at the League of Minnesota Cities. Prior to joining the League, she worked as a compliance officer for Tennessee OSHA. She obtained her Master’s degree at the University of Wisconsin Stout in Risk Control and her Bachelor’s degree at the University of Minnesota in Construction Management.
