Tracy Stille |
Tracy Stille -
Tracy recently retired from the Maple Grove Police Department where he served in a variety of positions that included patrol officer, drug education officer, investigator, field training officer, patrol sergeant, emergency response unit team leader, sergeant of investigations, services captain and patrol captain. Previously he served with several rural police departments in McLeod and Sibley Counties and was employed as a special deputy with the Sibley County Sheriff’s Office. Tracy also has experience working in the fields of public works for the City of Brownton and vehicle fleet management for the City of Maple Grove. Tracy’s education includes a Master of Science degree in criminal justice from St. Cloud State University and a Bachelor of Science degree in law enforcement from Mankato State University.

Troy Walsh |
Troy Walsh -
Troy is a Loss Control Consultant with the League on
Minnesota Cities. Prior to joining the League, he worked for the City of
Victoria in their Public Works Department. He has over 15 years of experience
working in all aspects of Public Works from Parks, to a Water Treatment Plant,
to overseeing the Storm Water System and Street Maintenance. Troy is also an
active Firefighter with the Victoria Fire Department with 23 years of
experience. Troy holds an Associates Degree in Fire Science Technology from
Hennepin Technical College, a Certified Wastewater Operator from the MPCA, and
a Certified Water Operator from the MN Dept. of Health.

Julie Jelen |
Julie Jelen - Julie is a Loss Control Consultant with 15 years of electrical utility and municipal safety compliance and training experience. Prior to joining the League, Julie worked as a Regional Safety Coordinator with Minnesota Municipal Utilities Association (MMUA) providing safety and loss control training as well as consulting on best practices and risk management for public works, water, wastewater, generation and electric utility departments. Julie holds a Bachelor's degree in Communications and is a Certified Loss Control Professional from the National Rural Electric Cooperative Association in conjunction with the National Utility Training & Safety Education Association.

Kate Connell |
Kate Connell - Kate is a Loss Control Representative at the League of Minnesota Cities. Prior to joining the League, she worked as a compliance officer for Tennessee OSHA. She obtained her Master’s degree at the University of Wisconsin Stout in Risk Control and her Bachelor’s degree at the University of Minnesota in Construction Management.

Michael Neff

Michael Neff -
Michael is a Loss Control Consultant for the League of
Minnesota Cities. Michael has a Bachelor
of Science in Occupational Safety and Health from Grand Valley State
University. Prior to Joining the League in June 2019, he had a safety and
health internship with one of the biggest metal foundries in the Midwest before
graduating in April 2019.

Marc Dunker |
Marc Dunker - Marc is a Loss Control Consultant with the League of Minnesota Cities. Prior to joining the League, he provided loss control
services for a regional mutual insurance carrier for 5 years. Prior to
that he was an insurance agent specializing in public school insurance and risk
management programs in Minnesota. Marc has 11 years of public service on
the Princeton and Milaca Minnesota fire departments.
